Candidates completing the teacher education program requirements in elementary education at IUPUC will satisfy licensure requirements for the state of Indiana. Additionally, Indiana is a member of the National Association of State Directors of Teacher Education and Certification (NASDTEC) Interstate Agreement. This agreement allows educators who complete an approved teacher education program and/or hold a license in one state/jurisdiction to earn a certificate or license in another state/jurisdiction. Some states may impose certain special requirements, which must be met within a reasonable amount of time, to license an educator who was trained/licensed out of state.
CAEP | 8 Annual Reporting Measures
The Council for the Accreditation of Educator Preparation (CAEP) has annual reporting measures which are used to provide information to the public on both program outcome and program impact. Below you will find the CAEP annual reporting measures with supporting evidence on how the Elementary Education program at IUPUC is meeting each one:
The IUPUC Division of Education is currently piloting an approach to collecting data that will allow us to gain insight on the impact of our graduates on student learning.
Overview
The majority of our graduates are employed in Bartholomew Consolodated School District (BCSC), the school district in which our campus is located. In 2016, BCSC adopted a standards based report card called the Growth Model Report Card (GMRC), which evaluates student progress based on a scale of 1 to 4, where 1 represents performance below grade level, and 3 represents a mastery of grade level standards. Students can also earn a 4, but such a score would mean a student is consistently performing above grade level standards. Students are evaluated at the beginning of each quarter and then again at the end of the school year on each of the standards (determined by the distrcit to be the ELA and math college and career readiness standards that are part of Indiana's academic standards).
IUPUC has been given permission by the district to reach out to our graduates who are employed in BCSC schools to ask if they would voluntarily provide us with their students' GMRC data (with all student identifier removed). Of those teachers who are willing to provide this data and are in their first and third years teaching, we will invite them to engage in end-of-school year interviews and complete a Likert scale questionnaire. The interview and questionnaire will be designed to elicit from teachers their interpretations of their students' GMRC data, what the data suggests about the impact they are having on their students' learning, what kinds of pedagogical approaches they use in their classroom during the schools year, and what other teacher factors they believe impact their students' learning (e.g., relationship building). We will ultimately analyze the data to determine the extent to which our program supported these teachers with the skills, knowledge, and understandings needed to enact the practices and other impact factors needed to see growth in student learning.
Semester One (Spring, 2021) - PILOT
March, 2021 - Get permision from district administrators to ask our graduates working in the district for their permission to share their GMRC data (with sudent identifying information removed) at the end of the 2020-2021 school year.
March, 2021 - Determine who our graduates are who work in the district and are in their 1st, 2nd, 3rd, and 4th years.
First week of April, 2021 - Send emails to principals of those graduates from whom we will be asking for GMRC data (and identify who those graduates are in their buildings), explaining that we have been given permission from the district to ask for this data and that it can be provided on a voluntary basis with all student identifers removed.
Second week of April, 2021 - Send emails to graduates working in BCSC who are in their 1st, 2nd, 3rd, and 4th years or teaching, inviting them to share their GMRC data with us.
Third week of April, 2021 - Send emails to 1st year and 3rd year teachers only (who have agreed to share their GMRC data with us), asking if they would be willing to participate in a 30 to 40 minute interview at the end of the school year.
May of 2021 - Interview teachers who have agreed to be interviewed.
Semester Two (Fall, 2021)
We plan to follow the 1st year teachers into their 2nd year (and again, into their 3rd year), collecting their GMRC data each year and interviewing them at the end of the school year.
We will analyze the data from the first year, sharing it with our three advisory boards (teacher advisory board, community advisory board, and principal advisorty board) in order to get their feedback on how to improve the process as well as the interview protocol.
We will work with our advisory boards to develop a Likert scale questionnaire, which we will begin to use in semester two.
We will again invite all 1st, 2nd, 3rd, and 4th year teachers (IUPUC graduates) in BCSC to share their GMRC data with us, interviewing the 1st year and 3rd year teachers (and, as mentioned above, those 2nd year teachers who we interviewed the year before).

Initial completer attrition, retention, and graduation rates are reported annually by the educator preparation program (EPP) to the Indiana Department of Education as required by House Bill 1388.
